TRAINING DIRECTOR- JOB DESCRIPTION
ABOUT US
The Savannah Electrical Training Alliance (SETA) and Training Trust Fund and its apprenticeship program are overseen by an (8) member committee, made up of four (4) members appointed by GA NECA and four (4) members appointed by IBEW Local Union 508. Together, these eight (8) members are known as the SETA Board of Trustees and/or committee.
JOB SUMMARY
This position will be responsible for administering the training office, the training facilities in Brunswick and Savannah, administering the training program, promoting the apprenticeship, administering the selection of new apprentices, providing apprentices with on-the-job training opportunities, and ensuring that apprentices are provided with the highest level of classroom training. This position is expected to support relations with SETA committee members, GA NECA, Local Union 508, contractors, apprentice candidates, and the community at large.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES INCLUDE:
ADMINISTERING THE TRAINING OFFICE AND PROGRAM
• Obtain, retain, and terminate office staff as necessary
• Supervise office staff and direct office functions for maximum efficiency
• Maintain, secure, and archive all records as required
• Maintain confidentiality as required
• Maintain internal policies and procedures to include Equal Opportunity, document retention, travel reimbursement and any other policy required by the SETA committee, National ETA, and governmental statutes
• Purchase and maintain supplies and equipment
• Attend training, conferences, and seminars related to the duties of the Training Director
• Provide periodic review of policies and procedures and approved standards
• Recommend changes to the committee for final approval before implementation
• Organize and maintain data and paper filing systems
• Mentor and train instructors, correcting deficiencies in a timely fashion
• Establish an NTI training plan for all instructors and staff
• Establish, maintain, and provide recommendations for changes to modify SETA Standards, the Instructor Handbook, and the Apprentice Handbook
MAINTAINING FINANCIAL RECORDS
• Maintain all financial and account information
• Prepare financial reports as required
• Work with accountants in administering and auditing SETA funds
• File tax reports as required
• Prompt payment of bills and accounts payable
• Seek additional funding/grants for SETA through state or other resources
• Obtain and maintain insurance policies for the protection of the trustees, staff, and SETA such as Fiduciary Liability, Accident, General Liability, Workers Compensation, Property, Auto, etc.
• Accurate monitoring, recording, and reporting all activities of the Trust Fund is imperative
RECRUIT NEW APPRENTICES AND SETA PUBLIC RELATIONS
• Prepare materials for recruitment
• Represent SETA at career days at high schools, colleges, and area job fairs
• Prepare and give presentations to community groups
• Prepare and place advertisements about the apprenticeship program
SELECTION PROCESS FOR NEW APPRENTICES
• Answer inquiries from apprenticeship candidates
• Take applications and verify qualifications of applicants
• Administer aptitude testing of applicants
• Procure pre-interview qualifications: background check, physical, etc.
• Prepare lists of qualified applicants to be interviewed
• Schedule interviews
• Tabulate interview results, rank selected qualified applicants, and maintain eligibility list per
applicable laws and selection processes
• Notify successful applicants and prepare all paperwork to indenture them
• Register apprentices with DOL and any other required entity
• Meet with all new apprentices and review program and policies
• Process veterans’ papers for veteran benefits if applicable
PROVIDE APPRENTICES WITH ON-THE-JOB TRAINING
• Assign apprentices to contractors
• Maintain and review apprentices on-the-job training hours
• Monitor and review apprentice performance
• Investigate any reports of problems between apprentice and co-workers and/or the
contractor
CLASSROOM TRAINING
• Maintain a yearly school calendar comprised of instructor provided class schedules, other training classes, and school events
• Order and obtain class materials, books, and equipment
• Register apprentices for classes
• Monitor and maintain records of apprentice attendance
• Maintain classroom facilities at both locations
• Hire instructors with approval of SETA
• Monitor and assess instructor performance: adherence to Instructor Handbook requirements and deadlines
• Investigate complaints
• Communicate with Head Instructors at both facilities to procure needed materials, address issues, facilitating forward progress and momentum of the school year.
• Obtain a monthly report from Head Instructors on progress in each training facility to be included in the monthly committee meeting records
• Manage make-up test days and payments
• Provide instructional support and NTI training for instructors as needed
• Oversee the development and implementation of all apprenticeship curriculum
• Inventory and order all material necessary for in class and hands-on training to include durable and expendable supplies
• Administer, evaluate, and annotate the hands-on portion of the Journeyman Wireman Qualification test
SETA COMMITTEE MEETINGS
• Secure the confidentiality of all decisions, motions, and actions of committee meetings
• Document, approve, and archive all committee meetings indefinitely
• Prepare correspondence for the committee
• Attend committee meetings
• Prepare a Training Director’s Report that will include:
o Disciplinary actions that are thoroughly briefed and researched
o Concerns regarding apprentices and apprenticeship issues
o Address manpower availability and/or issues
o Brief an out-of-work list
o Address apprentices on probation detailing the parameters of their probationary status
o Delinquencies to include books, modules, and monies owed to SETA
o Report on training and administrative matters including Head Instructor reports, attendance reports, grade reports, etc.
o Special initiatives such as Skills Day, class projects, and tuition reimbursement
WORK WITH GA NECA AND IBEW LOCAL UNION 508
• Maintain equal communication with the Chapter Manager and Business Manager
• Notification of names of newly selected apprentices
• Notification of job placement, advancements, or suspensions of apprentices
• Work with associations and contractors to determine training needs
SKILLS AND ABILITIES
• Organizational and time management skills
• Ability to communicate clearly, concisely, and appropriately in written and verbal form
• Ability to handle and maintain confidential communications and material.
• Prepare and manage budgets
• Identify grant opportunities relevant to SETA and prepare grant applications
• Become knowledgeable of the Department of Labor and Apprenticeship Standards and understand the importance of non-profit ERISA Trusts, applicable to jointly managed Trust Funds
• Adherence to all State and Federal guidelines regarding Apprenticeship Standards
• Proficient use of e-mail, word processing, spreadsheets, database, and presentation software, and be able to electronically access data, maintain records, generate reports, and communicate with others
• Ability to interact in a professional, courteous, and effective manner with a diverse community
• Respond to all requests daily. Phone, email, and drop-ins
• Must have a valid driver’s license
• Must be willing to travel as needed to attend meetings, job fairs, seminars, and conferences
• Must be willing to submit to, and pass, a pre-employment background check and drug screening
BENEFITS AND SALARY INFORMATION
This position is full-time, salaried, exempt, and benefit-eligible. Eligibility for (___) week/s paid vacation starting after the first (6) months of employment, occurring on a calendar year basis, January to January. Must be willing to work evenings and some weekends. A company vehicle is included for business-related needs.
